Senior Stakeholder Program Manager

St Paul, MN, USPosted 17h ago

About this role

Join our smart and dedicated team as we work to advance and operate energy systems and apply for our Senior Stakeholder & Program Manager position.

The Senior Stakeholder & Program Manager leads the coordination and integration of complex, multi-stakeholder initiatives across Ever-Green Energy's managed systems, with a current primary focus on the revitalization of the downtown Saint Paul district energy service area. This position serves as the central point of coordination that aligns business development, marketing, external affairs, engineering, and account management efforts around shared objectives, timelines, and stakeholder commitments. The Senior Stakeholder & Program Manager ensures that Ever-Green Energy presents a coordinated, credible, and consistent presence across the many parties involved in large-scale, place-based energy initiatives — while respecting and reinforcing the ownership that other functions hold over their respective relationships and deliverables.

This is a senior individual contributor role that operates through influence and collaboration rather than direct supervisory authority. Over time, this position is expected to grow into primary relationship ownership of select key commercial accounts (such as building owners and developers) as system connections and services mature.

Minimum requirements to be successful in this role:

  • Bachelor's degree in business, planning, public administration, engineering, or a related field; or an equivalent combination of education and experience.
  • A minimum of eight (8) years of progressively responsible experience in program or project management, stakeholder coordination, business development, or a closely related discipline, with a track record of leading complex, multi-party initiatives to successful outcomes.
  • Proven ability to lead and coordinate complex initiatives across multiple functions and organizations without direct authority, working through influence, credibility, and collaboration.
  • Strong program and project management skills, including planning, scheduling, dependency management, and risk identification and resolution.
  • Excellent oral and written communication skills, with the ability to prepare and deliver executive-level briefings and to communicate effectively with internal teams, customers, developers, and other external stakeholders.
  • A high-caliber, trustworthy business professional with strong analytical, relationship-building, and presentation skills.
  • Sound judgment regarding when to act, when to coordinate, and when to escalate, with a clear understanding of role boundaries across functions.
  • Ability to build alliances and create alignment among parties with differing interests and priorities.
  • Excellent attention to detail, understanding of risk, and ability to manage multiple priorities simultaneously.
  • Strong computer skills, including Microsoft Office Suite; ability to work autonomously and meet assigned deadlines.

Preferred Requirements:

  • Demonstrated continuing professional development preferred.
  • Experience in energy, district energy, real estate development, utilities, public-private initiatives, or the built environment is strongly preferred.
  • Familiarity with Customer Relationship Management (CRM) software a plus.
  • Strong technical acumen and the ability to understand and integrate technical and commercial considerations; familiarity with building HVAC, energy systems, and/or district energy systems highly preferred.

Essential Duties and Responsibilities:

  1. Leads the coordination and integration of large-scale, multi-stakeholder initiatives across Ever-Green Energy's managed systems, currently centered on the downtown Saint Paul revitalization effort.
  2. Develops and maintains the integrated program plan, master schedule, milestones, and cross-functional dependencies for assigned initiatives, and drives the cadence of planning, working sessions, and status reporting.
  3. Maintains a comprehensive stakeholder map as a coordination tool, tracking interests, commitments, dependencies, and engagement status across internal teams and external parties.
  4. Serves as the day-to-day point of coordination for the initiative, ensuring that business development, marketing, external affairs, engineering, and account management activities are aligned, sequenced, and mutually reinforcing.
  5. Partners closely with External Affairs on all City, county, state, and other governmental and institutional matters. External Affairs retains ownership of these relationships and leads on policy, regulatory, and other high-stakes engagements; this role supports and coordinates day-to-day logistics in service of that relationship rather than owning it.
  6. Coordinates with the Marketing team on outreach, messaging, and materials in support of assigned initiatives. Marketing retains ownership of brand, campaigns, and demand generation; this role ensures marketing efforts are informed by and aligned to the initiative's objectives and timeline.
  7. Coordinates with Business Development and Account Management on prospective and existing customer connections related to assigned initiatives. Deal structuring, proposals, and negotiations remain owned by Business Development and the account management team; this role ensures these efforts are sequenced and supported within the broader program.
  8. Coordinates Ever-Green Energy's participation in economic development and public-private initiatives related to assigned efforts, convening the appropriate internal stakeholders and integrating these activities into the program plan and schedule. The pursuit and structuring of incentives, grants, and public financing is owned by External Affairs and Finance; this role coordinates and does not own that work.
  9. Prepares and delivers clear, executive-level status reporting, briefings, and presentations for internal leadership and external stakeholders, surfacing risks, decisions needed, and critical path issues in a timely manner.
  10. Identifies risks, misalignments, and gaps across workstreams and drives their resolution, escalating to the Vice President, Business Development & Commercial Strategy and other leaders as appropriate.
  11. Builds and maintains constructive working relationships with internal teams and with external commercial stakeholders — including building owners, developers, contractors, consultants, architects, and engineers — in coordination with the functions that own those relationships.
  12. Over time, assumes primary relationship ownership of select key commercial accounts (such as building owners and developers). This growth responsibility is limited to commercial accounts and expressly excludes City and other governmental or institutional relationships, which remain owned by External Affairs.
  13. Performs other duties as assigned.

 Scope Boundaries:

To ensure clarity across functions, this role coordinates and integrates but does not own the following: governmental and institutional relationships (owned by External Affairs); brand, campaigns, and demand generation (owned by Marketing); deal structuring, proposals, and contract negotiations (owned by Business Development and Account Management); and economic development strategy, incentive pursuit, and public financing (owned by External Affairs and Finance). The value of this position lies in the coordinated integration of these efforts, not in supplanting the functions that own them.
